Can the uppers on Leather Cowboy boots be stretched?

Cowboy boot question?

Is it true that is a bad thing for women to wear cowboy boots in the summer. Is it like once Memorial Day comes around whip off the Cowboy boots and come Labor Day put away the whites and wear the boots again.?
I read that it is unacceptable to wear them in the summer. I have never worn them so I don’t know any fashion ettique with this. Just seemed interesting.
I want boots now. I don’t own any boots at the moment.
